Randy Reinhart
Randy Reinhart brings an abundance of high-level expertise in the land entitlement and acquisition profession. He has been integral in transacting land acquisitions and obtaining residential land entitlements valued in excess of $300 million in southern and northern California. He has vast public speaking experience and has made numerous presentations before City Councils, Planning Commissions, Boards of Supervisors and Corporate Land Committees. He has years of experience working with government planning departments, planning directors, staff planners, city managers and public works, civil engineers, geotechnical consultants, environmental, biological, cultural and landscape design professionals, as well as neighborhood relations, tribal bands, traffic and noise experts. He also has experience working with the Army Corps of Engineers, California Fish & Game, the Regional Water Quality Control Board, and CEQA. Randy’s wide-ranging background comes with unparalleled insight and understanding of the challenges unique in every land entitlement development, resulting in positive outcomes and results for every project in which he is involved.
Prior to starting Reinhart Land Entitlements, Randy served as Director of Land Entitlements and Acquisitions for KB Home in Fremont, CA, where he was subsequently recruited by former U.S. Secretary of Housing and Urban Development, Henry Cisneros, to lead an independent infill land development joint venture between KB Home/American City Vista as Executive Vice President of Land and Entitlements in Los Angeles, CA. Thereafter, he became Senior Vice President of Land Acquisition and Entitlements for K. Hovnanian Homes in Ontario, CA.
Randy is a licensed real estate broker in California and Arizona and holds his B.A. in Business Administration from The University of California, Riverside and his J.D. from The University of Arkansas School of Law.
Mark Goodman
Mark Goodman has a unique blend of public and private sector experience having served as a Project Planner and Environmental Analyst for the County of Orange Planning Department, Manager of Land Entitlements for KB Home, Senior Policy Advisor on Affordable Housing and Regional Transportation for former Orange County Supervisor Thomas Riley, and Director of Development for Shapell Industries. After having served as Technical Staff and Policy Advisor to Public Policy decision-makers, Mark became a decision-maker himself, when he was elected to the Laguna Niguel City Council.
He served two terms as mayor of Laguna Niguel and was a member of the Orange County Fire Authority Board of Directors, and a member of the Board of Directors of the Orange County Transportation Corridor Agencies. Mark served as the Interim Planning Director for the City of Norwalk. He has served on numerous countywide boards and committees involved with affordable housing and regional government. Additionally, Mark has first-hand experience working on projects that involved the Army Corps of Engineers, California Fish & Game, the Regional Water Quality Control Board, and CEQA.
His public and private professional experience, makes him comfortable working with the diversity of private developers and public regulatory agencies, involved to ensure that community goals and standards are addressed, while gaining private project approvals to meet critical deadlines. This results in positive outcomes on every project in which he is involved. In short – Mark knows both sides of the fence.
Mark received his B.A. in Political Science from California Polytechnic State University, Pomona, and his M.P.A. in Urban Planning from California State University, Fullerton.
Dane Reinhart
Dane is a real estate investment professional with nearly a decade of experience working for institutional real estate owner/operator groups such as Hayden Properties, Presidium, and Balboa Real Estate Partners, where he led projects in the acquisition, disposition, development, and asset management of residential and commercial real estate assets, totaling over $800 million in transaction volume and over 18,000 units managed. Dane's proven track record demonstrates his ability to identify and capitalize on lucrative real estate opportunities. He has a comprehensive understanding of the entire real estate investment lifecycle, from deal sourcing and due diligence to project execution and asset management, where his strong analytical skills and financial acumen enable him to make sound investment decisions that maximize returns for stakeholders.
However, Dane's experience extends beyond traditional real estate transactions. He possesses a deep understanding of the land entitlement process, having secured necessary approvals for various development projects. This expertise allows him to evaluate the feasibility of raw land acquisitions and navigate the complexities of zoning, permitting, and public hearings. Dane's ability to navigate the entitlement process streamlines project timelines and mitigates potential risks associated with development delays.
Dane understands the financial feasibility and investment potential of development projects. This expertise allows him to advise clients on maximizing the return on their land investments, ensuring projects are not only feasible but also strategically positioned for long-term success.
Dane received his B.A. in Economics from Arizona State University and his M.S. in Finance from Southern Methodist University’s Cox School of Business.
